Mr. Skinner is the Managing Director of Decision Strategies’ Houston office. Mr. Skinner’s professional interests focus around strategic business management and leadership, decision quality, and applying practical approaches for making important decisions.

Mr. Skinner has led a wide range of major consulting assignments over the past eighteen years developing a broad knowledge and understanding of a variety of industries and their business needs. Mr. Skinner’s professional experience has included strategy development, evaluation and implementation, R&D portfolio management, capital investment decision analysis, exploration bidding and evaluation, litigation analysis, safety and health risk analysis, new ventures analysis, and evaluation of transportation systems.

Prior to Decision Strategies, Mr. Skinner was the PDC Leader for Decision and Risk Analysis at Conoco. In that position he led the economic evaluation of a wide range of projects for Conoco and DuPont business units and helped formulate their long-term strategies for growth. In addition, in that position he played a major role in implementing the decision analysis methodology across the Conoco business units.

Mr. Skinner is an internationally known and invited lecturer in the art and science of decision making and has presented to numerous societies, corporations, and universities. Mr. Skinner has written several books and numerous articles on decision analysis. His book Introduction to Decision Analysis (Probabilistic Publishing, 1995) is now in its third edition and is considered the gold standard of decision analysis texts. Mr. Skinner has developed several popular courses in decision analysis and has taught over 8,500 people around the world at universities and corporations including MIT, DuPont, ARCO, Los Alamos and Sandia National Labs, the U.S. Navy, ChevronTexaco, ConocoPhillips, Berkeley National Labs, Schlumberger, Oklahoma State University, ExxonMobil, OYO Corporation, JAPEX Research Center, GSK, Pfizer, Novartis, JNJ, Stanford University, BP, and other Fortune 500 companies.

Mr. Skinner has a B.S. in finance, a B.S. in administration and an M.B.A. Additionally, he has done post-graduate work at Harvard University’s School of Public Health. Mr. Skinner is listed in the Who’s Who of Executives and Professionals. He is a member of The Institute for Operations Research and the Management Sciences, The Society for Risk Analysis, The Decision Sciences Institute, and the Society of Judgment and Decision Making. Mr. Skinner has served three times as Chairman of the Decision Analysis Affinity Group, and as a Session Chairman for The Institute for Operations Research and the Management Sciences.
